Prepaid visa debit card questions......?

Question

does anyone know of a good prepaid visa debit card to use (i cannot open a bank account yet due to issues with a previous bank)

all the ones i've seen have like $15 activation fees and charge for every little transaction... i just need a card that works just like my old bank card did, or is that even possible without a bank?

and also (i doubt this but it never hurts to ask) can you get checks or cash checks with a prepaid card? thanks!
