Preschool Licensing problems?

My Mom owns a Preschool which she bought from her former white American Partner last yr. Her former Partner was licensed from 1982-2006 by the State Dept of Community Care Licensing. When my Mom became sole Owner last yr Licensing rejected her app for License twice. They said my Mom's english is not sufficient & she has an accent (which negates the fact that she was Co-Owner since several yrs.) They then said they would license me because although I have an accent, they are able to understand my english.

After going through the app process for a 3rd time, they denied me the License based on false safety facility violations although the Fire Dept gave us clearance. The Dept. came up with a host of false allegations against me & my Mother.

Many parents whose children were/are enrolled in our Preschool wrote letters of support & tell us privately this is discrimination. Any suggestions are welcome.

Our Attorney is not able to resolve this.
