How do I prevent someone from deleting a file, but while they're still able to access it.

heh! Maybe user privilege manager will meet your need. this is an administration software, it can protect your computer’s safe by specify files or programs. Hide some private software or foleders which not wants other people to use.

right click on the file and hit properties.

you should see a security tab then hit permissions inside it.

Also in the general tab, you have the read-only setting.
