Considering most stores sell younger tank raised South Americans for about 50-60, you're talking about one that is much larger.  I would never pay 400 for a 10 incher, no matter how well he/she looked.  A more reasonable asking price would be about 100-150.  Before you buy it, you'll want to look over the body, the fins, and the eyes.  Find out what tank they've been keeping it in, and what they've been feeding it too before buying.
