I don't have info on the taxi fare, but Mapquest has the driving journey as 85km and taking 46 minutes. I can imagine it would be quite expensive.

I'm not sure if you're willing to take the train instead, because it would be a lot cheaper  [most less than 20 Euros, some as cheap as 13 Euros]

There is a train at the airport. You can take the train to the Koln Hbf, followed by a train to Aachen.

It will take 75-90 minutes for the train journey, here's an example for this Wednesday morning
