Private pre-school requirements in NYS???

I was wondering if anybody knew of an official website that showed the requirements to open a private preschool in NYS???

Scary as it sounds, unless you plan to take three or more kids for three or more hours there are no requirements. Otherwise you need a Day Care license, no matter what you call your program. That info is at ocfs.state.ny.us  That's the website for the NY State Office of Children and family Services, the folks who regulate and license Day Care. In theory, State Ed. registers nursery schools, but it's voluntary. Hardly anyone bothers and State Ed. doesn't have the people to do it quickly or well.
