  1. Don't we already have 'gated' communities.Aren't they private streets for rich people? That's as it should be.Rich people must be protected from  Hispanics,colored people,and blue collar peasants.So to answer your question,yes it can work and does work.

  3. You would need to be able to charge anyone who used them - that could be a challenge. People who trespassed would need to be prosecuted - good luck with that one. In short, enforcing your property rights would be expensive and you would need to recover that cost on top of your fair rate of return.

    But it could work. After all, some countries have private. some public health systems, even though a private system has to cover many costs a public one does not.

  4. Certainly.  But there are economies of scale involved in having public streets; the municipality can have a more effective program of maintenance than can a small private entity.
