  2. If you privatize, you run the risk of a market failure. If you nationalize, you run the risk of a government failure. Both types of failure are commonplace, however, in case of doubt I would rather privatize.

    I wouldn't privatize railroads, water supply and education (maybe introduce education vouchers).

    Particulary interesting is health care. Any system is almost certain to fail, the solution probably being an intelligent mix of both. Big hospitals should not be privatized (monopsony), but should be exposed to competition (from smaller clinics). Privatization of health insurcance results in an unstable market an eventually in a monopoly of one insurer and failure of all others. This is so, at least in theory. In practice it might still work: Switzerland has a system of (compulsory) private health insurance, but the market is heavily regulated by government.
