Well this is a hard one, for if a nuclear war does start, it will be in the current climate, down to Russia. Therefore it will be Western Europe and America and NATO against Russia and China. The West and American have more atomic bombs than Russia and china put together. With America having the most then Russia then the UK then France. Russia realises this and trhefore is eager not to start a war so on that  it's more likely the west will start a war therefore:
