  1. Not dumb at all. All this stuff changed with new rules after the lockout and I think some teams have shown that not all of the NHL's GMs have figured out all the details of the new contract yet.

    All those terms are actually found in all sports.

    Qualifying offer is one that meets all of the leagues minimum's  

    Tendered offer I am not 100% on for NHL but usually is an offer that has a timelimit on it.  Meaning only going to pay x amout for y years, and you have z days to think about it. Then offer would be pulled. That pretty simplified hope i got it out right

    Restricted Free agent is below a certain age and hasn't played a set number of year at end of his contract.  Other teams can give him a qualifying offer but if he signs it then his former team can match it or team that just signed him owes a first and third rounder the next draft.

    Unrestricted Free Agent is the guy thats has been in the league long enough or old enough that when contract runs out he can sign with any team and old team gets nothing.

  3. well not sure about the first 2, but restricted free agent is when a players contract is up but is going to stay/sign with that team. unrestricted free agent is when their contract is up but any team may look at them and pretty much they are free. im not sure if those are the "technical" answers but whatever. also thats not a dumb question because thats all what is going on right now in the NHL. hope this helps!!
