Problem in proxy settings

how to open outgoing tcp connection...... i'm facing errors in sending sms to mobile while connecting from internet........... the details are as follows
Log Out...Could not Connect...Dear User, If you are behind a firewall or within a company local area network (LAN), you will need to open outgoing TCP connections to Port 51215 on your proxy server.
