Problem while pc shutdown and startup

while i was shutting down my desktop computer,it took more than 15 min and when i started my pc again with out loading os ,my desktop screen (with out any icons) apeared. I restarted immediately and its working somewhat slow.what might be the problem ? is the problem related to?
