Problem with Yahoo Group 'pending membership' files...?

I have two files that are set to go out to members when their membership for entry to the group is "pending." I have them both set as send upon pending membership.

The problem is that the files are NOT being sent when a member applies to join the group, they are being sent AFTER I have approved their membership to enter the group.

I have checked and double checked to be sure that I have them set to send upon pending membership, and I've even deleted the files and started over.

Does anyone know why this is happening and how to fix it?
