Problem with my computers admin rights...?

Question

Today I tried to delete a file, and to download one. When I started deleting/downloading, it said 'Windows need your permission' I clicked ok, afterwards it said you need permission. I really need to get rid of these files, It is a folder full of applications and batch files. I'm running Vista. Also is there anyway of turning off the Windows permission notices. Thanks

have you tried changing the rights in user accounts

you could try that

as for windows permission notices google it because there is a way to turn it off and its a setting so you wont have to much trouble
