Problem with my electric jug kettle

Question

Bought a cheap jug kettle from Argos about a month ago, I find now that when I go to empty what is left and refill, there is a brown sediment, like sand in the bottom (instead of the limescale I was expecting). I wonder if this is the coating coming off the element, and also if it is safe to keep using, there is a filter in the spout.
