Problem with power supply atx-300-12eb3

Question

when i try to turn on my pc, dont stay on the led just blink one time and never turn on and i note this: the fan from the power supply just spin one time also making a sound like is trying to turn on but it cant, i check the power supply and 2 capacitor have a bouble on top its that a signal of my power supply is damage?.Ill apreciate your help thanks
