    Assuming you have checked that downspouts are clear, and rain isn't being delivered to the ground close to the foundation, You may have a problem with high ground water.  Some areas naturally collect water from rain  - there may be subterranian rock that is less imervious to water that is causing water to divert and collect near your basement.  Installing drainage systems after the fact can be an expensive proposition, but you may get some relief by installing a sump pit and pump.  The nuisance water in the underlying soil  will tend to collect in the pit where it can be collected and removed to the sewer system.

    New construction nearby can alter old patterns of water distribution in an area when paving makes less ground available for water absorption.

  4. Hydrostaic pressure is pushing water through your foundation/floor. You need to make sure all water is diverted away from your house. You may also need to install or reinstall french drains. You will need to dehumidify the basement to get as much water out as possible.
