Problems Converting Datums (GIS)?

Question

I have what I think is a Mississippi State Plane Coordinate system entry, zone 2302. The Easting is 3034669.8200 and the Northing is 11799357.1720

When I use Mapwindow GIS to convert these coordinates, It puts this in the Hudson Bay, when it should be somewhere in N 32° 25'

The people I got this file from don't seem to be having the same issues. I am Trying to convert this into a .shp file using WGS 1984 Datum. I have a registered copy of Autocad 2009, and access to any freeware on the net. How can i verify that what I have is placed right in autocad, and how can I convert this autocad file saved in what is supposed to be Mississippi SPCS into WGS 1984?

It needs detailed study on site (your computer). Mislocating Mississippi 25 degrees away is ridiculous. There might be an error in nomenclature.
