  1. There is no way we can stop earthquakes.  However, we could to some extent solve the problems they pose by not building cities, nuclear reactors et al on fault lines.


  2. You cannot predict earthquakes, nor can you solve the problem.. Nevertheless, their effects can to some extent be mitigated against:

    1.  Do not build large cities and infrastructure along earthquake-prone fault zones.  However, due to population prerssure this is often avoidable, so

    2.  Build strong, earthquake resistant structures wherever possible (the Japanese do this a lot)

    3.  Avoid siting potentially dangerous features like water reservoir dams, nuclear power stations and chemical plants in high-risk areas

    4.  Avoid building on landslide-prone hillsides wherever possible; also don't build on other types of soft, unconsolidated ground (which have a tendency to magnify earthquake waves, or at worst, liquefy, causing terrible destruction).

    5.  Last but not least, have an effective emergency / contingency plan in place, adequately funded, supplied and regularly rehearsed.
