Problems with Dish Network dvr or sat 10 points?

I have had dish for about 9 months and from pretty much the beginning i have had problems. When watching live tv or a recording, the picture will freeze for a few seconds with a blurring of the words and then resume where it should be. Basically i miss a few seconds worth which is pretty irritating when watching sports and my favorite sitcoms. It will also make a beep sometimes and just skip ahead a few frames. My sat signal is great and dish replaced my dvr and it is still happening. Dish told me to basically just deal. Does anyone else have this problem. What should I do. They also promised me a free month of hbo for my troubles and they won't follow through saying it was never noted by the tech. I wonder why to s***w me over
