Question:

Problems with both neighbor apartment complex. What can be done?

I live in an apartment complex with great neighbors except for one. The neighbor who lives above me. I can hear everything she does through my walls. The constant raising of the voice, stomping around, banging, loud TV, and not to mention, her four dogs. I know some noise is going to be heard, but I even hear it all with my TV up loud. Her dogs are always barking late into the night and she doesn't do anything about it. And she lets the dogs outside without a leash while she stays in her apartment. I have talked to the apartment manager and the police many times, but the problem still exists. I have read the lease that I have signed and if the apartment complext abided by their own rules, the would have been out of there a while ago. Does anyone know something else that CAN be done to help me get some peace? Thank you!

  1. well, let me tell you, I have the same problem. I have done everything as well. Only thing I can say is, move, and make sure you tell everyone you know how horrible it was living there. If she has kids, report her to protective services. Report her to the animal control/humane society for letting her dogs run loose and say they tried to bite you. Keep calling the landlord and police, until they do something/


  2. i had the same problem (but they moved out already). i know in NYC you can call 311 and complain to them, I don't know if they have the same services in other cities. If the manager doesn't do anything, try to get in direct contact with the landlord. If nothing happens, keep insisting with the police. I suppose eventually after several reports they'll realize it's a real problem.

  3. As soon as she lets a dog out, grab a piece of bacon, catch the dog, and drop it off at animal control.  Repeat until she can no longer afford the fines and can't get the dogs back.

    Talk to the landlord or the corporate office directly.  Explain to them that these clear violations of their own rules are rendering your apartment uninhabitable, and you can (and will) be forced to move without notice.  (Yes, it's legal to break your lease under these circumstances.)  And, of course, you will be telling everyone and anyone what a sorry operation they are running.  I'd be sure to emphasize that their current property manager is absolutely failing to take care of their business, and, in this economy, they can surely find a better one cheaper.
