Problems with releasing front wheel lock

Question

I have always had this problem with my Zooper. The front wheel which is supposed to release and swivel, won't release. You can move the brake switch but it doesn't quite losen up all the way. I am forced to always use it as a stationary wheeled stroller.Please helpshannon
