Procedure to get the ECR stamp removed from passport?

i have my 10th marks card. i just didnt submit it while submitting the passport application form, some misunderstanding.

now i want to remove the ECR(emmigration check required) stamp from my passport.

please tell me the complete procedure, how much money it will cost, and time it will take.
