Program as in compiler/IDE or learning program?

For the former, probably Microsoft Visual C++ Express if you don't want to buy anything. Netbeans has a C/C++ addon, but it's just a pathetic front end to GCC. I don't know of any other notables, but then I don't program in C++ much (and when I do, I use old school tools).

For the latter, no clue.
