Program!!

hi had a antispyware program called sunbelt counter spy i have uninstalled most of it but obviouly not all so every time i start to surf the internet it starts to try to install itself then shows me a message of error 1706 cant find files could you tell me how i could delete the remaining part of the program as unlocker wont work nor will going to the control panal many thanks for a swift reply j
