Programs to zoom in on photo and be able to see detail?

Question

I am trying to find numbers on an image i have and when i zoom in the picture gets distorted, i know this is normal but is there any programs that can help clear it up for me?

clarity is limited to pixelation, the more pixel, the better chnce of sharpening outlines,

or try increasing pixels 200% and image size 200% on selection viewing, then sharp in photoshop or other,
