  1. either an MBA or some schools are now offering courses and degrees in program management

  2. Start with management classes, or even work toward getting your MBA.  I know people in situations like this who will even get their MBA at a quickie-college (Univerisity of Phoenix, National University) just to have the piece of paper.  Half the battle is over since you work for them already.

  3. Project engineering has nothing to do with a MBA; although it won't hurt.  Project management is related to managing a "project" related to time budget, manpower, vendors and such.  Look at taking courses in Six Sigma.  While companies are moving away from blind adoption of Six Sigma, that will certainly help.  Also several schools offer project management as professional development courses.  Another thing is to hang around some of the project managers at your company.  This can be learned "on-the-job" as well.
