Project HAARP, do you think it's been used to deflect solar radiation that is vital for cloud formation?

If you have ever watched "the great global warming swindle" i believe there was a part where it was talking about an alternative to cloud formation so as to deflect the sunlight back out to space, but one of the keys ingredients for cloud formation was stated to be cosmic or solar radiation, could project HAARP be deflecting this radiation and causing weather phenomenon to effect governments and policies to help bring around the new world order?.

Yes I think they do it by shooting Ions into the atmosphere or radio harmonics (Frequency) ,(Tesla said if he could find the frequency of the earth he could crack it in half ) to form clouds. and yes they probably could use haarp to combat global warming but I think its range is Limited but by using weather patterns they could potentially send a storm down from the coast of Alaska

Project HAARP is mainly a military project designed to prevent ballistic missiles from reaching the US airspace, enhance communication with submarines (water isolates all  radio frequencies therefore they use VLF and ELF to agitate the ionosphere).
