Proof of citizenship for college and state residency?

I live in Texas and I know a lot of illegal immigrants that attend college. I was wondering, what do colleges usually require as proof of citizenship if an applicant checks him or herself as a US citizen on the application? If a person gets a fake birth certificate made, do the colleges actually go further than just looking at the birth certificate? Do they verify the birth certificates? Or is it as easy as showing a driver license and social security card? Is it the same to get residency for a state? I know they can't require a passport because not every college student has a passport. I'm just a little annoyed that illegal immigrants get to pay in-state tuition while I'm paying full fees. Are the colleges really that easy on accepting students or are the students that fool the system just really smart?

What use to be last year, is going to be history next year.  There is a transition happening, and the illegal aliens are going to have to prove citizenship, or legal residence, or leave.  We do understand though, that this congress is sympathetic to the illegal aliens and it may be the taxpayers will support their college education.
