Provisional licence?

Question

Can anybody tell me what is going to happen when the ban on provisonal drivers is inforced next week in Ireland? Are the police going to ban drivers when caught, a big fine, or points on licence? Just applyed for second licence awiting driving test date.

I found this news article about the new ban on the BBC news website - it says "If a learner driver is caught driving unaccompanied, he/she could face fines of up to €2,000 or three months in prison".
