  1. Yes, and they make methamphetamine with it, too. That's why they took it off the pharmacy shelves and put it behind the counter.

  2. Not exactly - but people use pseudoephedrine as a main ingredient to make meth, which is why it is now being tracked and can only be bought over the pharmacy counter.

  3. Yes, people do use it to get high, and use it in meth labs to make their own harder drugs.  As the first answer replied, this is why in the US atleast, you can only get it from behind the pharmacy, and you have to either have a script, or place your name on a registry with you picture ID number when purchasing.

  4. I don't know any reports of people doing this.

It is common ingredient in cold medications, causing vasoconstriction and used to dry up stuffed sinuses and runny noses (that is it is a decongestant).  But because it affects the circulatory system, it can affect the heart rate, possibly causing a faster heart rate (tachycardia) and a strongly beating heart (palpitations).  As with any drug, it is possible to overdose on it, but using it in high dosage is unlikely to cause a desirable effect of getting high.  In fact, it can make a person paranoid.
