Secondly, how do you define shyness in between from a person character / behaviour.

Does a person not talking much in front of a lady is shy?

Is all up to your approach and know more of a person before you can use the word shy to describe a person.

I am not a psychic, but I think it really depends on how long you have known the guy for? Some people are just not used to sharing their feelings and feel odd about doing this. His shyness may make you feel insecure, or indicate to you that he is not interested, but this is not necissarily the case. There could be a number of causes, such as low-self esteem, fear of sharing his feelings... maybe even that you are coming on too strong for him, or maybe not strong enough.
