what defines nudity in public?

public nudity is wearing lingerie in public, walking outside completely naked, or wearing clothes that are completley see through

nudity in public i'm thinking is showing anything that wouldn't normally be covered by panties/underwear, unless it's somewhere where it's allowed, like a nude beach or that kind of thing.
