Public phone ringing?

Question

Say you are walking pass a public phone when it suddenly rings.

No one is around.just you.

You pick up the phone and what do you hear？

AND　ｗｈａｔ　ｄｏ　ｙｏｕ　ｅｘｐｅｃｔ　ｔｏ　ｈｅａｒ?

I thought public telephones are not supposed to ring - they are "send" only....? If they can receive calls - who pays for using it ?

I would pick up the phone and say something like. "Hello Telstra Australia here, are you  interested in changing your phone service provider to Telstra?" I'd be interested to see how long I could get away with it before the person hangs up.
