Publisher stealing from author, who to report it to????

i have just discovered that a EEC member publisher has been systematically not paying all monies that were due, to the author/s for about 30/10 years...who do i report this to, how to get monies owed?

Report it you the police department where the member is located.  Also, contact an attorney.
