Pulse Lighting - Save electricity?

I remember seeing a television program that used a device that was simular to a speed controller on a RC car that created intermediate pulses that could be used on a building. If anyone knows what I am talking about can you send me the link for the company that is working on this.

  1. Its actually quite commonly used today in modern dimmer circuits, its called pulse-width modulation, essentially a square wave is sent out, limiting the "on" time. The problem is at certain frequencys may be irritating or straining to the eyes. Actually, I believe flourescent lamps actually work in a similar way, they operate at 120 hz provided by the ballast.
