  1. A puncture resistant strip is the best method or you can buy tyres with kevlar that help to an extent. Self sealing tubes are ok on mountain bikes but for some reason when I fit them on my road bike they never work. I think it's because the pressures involved in such a thin tube make it very difficult for the slime to effectively seal the puncture. In any case they only seal tiny holes and don't work on large punctures.

  2. I don't know what they have in your area but in the USA we have these plastic strips that go inside the tire between the tube and the tire.  You might also replace the tires you have with puncture resistant tires, or get heavier and thicker inner tubes or self-sealing tubes.

  3. You can never totally eliminate flats, but a good quality tire and tire liners will help reduce their frequency.

I never have had good luck with the self-sealing tubes. The one time I tried them, the tube blew even before the tire got up to pressure and it didn't seal. They might be OK for low pressure tires, but I wouldn't recommend them for high pressure road tires.
