  2. In Massachusetts the earliest distribution of land was handled by the General Court (legislature) in the form of land grants. There were different reasons for the grants, some political or as a reward for military service. Basically, land was the primary means the colony had for paying debts and rewarding services, so “according to need” (D) seems somewhat simplistic, but comes closer than the other options.
