  1. "Pre-charged" is a marketing ploy.  Any rechargeable battery will loose its charge eventually, sitting on the "shelf"; NiMH faster than Li-ion.

    Just put the battery in the charger and let it charge until it is fully charged.  If it is a Li-ion battery, do NOT let it get completely discharged ... this is the one thing that will damage them.
