    In reference to the US I would say,

    The Pygmalion phenomenon is the self-fulfilling prophecy embedded in teachers expectations or more commonly known as the teacher expectancy effect. The political connection could be in legislation effecting education: funding, teacher evaluation, curriculum (the set of courses, course work, and content offered), the "no child left behind" debate, etc.

    In reference to England I would say,

    Shaw wrote Pygmalion then said, and I quote, "The English have no respect for their language, and will not teach their children to speak it. They spell it so abominably that no man can teach himself what it sounds like." This was seen as a slam against English education then and is used still today.

    Edit: Well I guess it just revolves around expectations. Give people freedom, education, an opportunity to succeed and they will. This can apply to every individual or group. Rehm an educator has said, “How we believe the world is and what we honestly think it can become have powerful effects on how things turn out.”  In the US both political parties and the candidates claim that their vision of the future is one were people make the difference, they believe in the people.

    This line of reasoning may help in fleshing out the connection between Pygmalion and politics.
