  1. yes, and it can be quite easy to steal the car in some instances. in fact, while we're on the subject, insurance is pretty easy to steal as well as well as sell, which is what i do for a living


  2. If this is a car dealer, the license plate he puts on the car carries liability only, so it is covered. If this is a private sale, it would be up to the seller of the car to have insurance and you would need to be allowed to be covered ( proper age and license).

    Remember, it is the driver of the vehicle at the time of the stop who is responsible for being totally legal. This means if you are test driving a private sale and are stopped, you need to prove valid insurance is in effect or you will be charged under FRA (Financial Responsibility Act).
