What are the main differences between these bicycle companies' products.

I was told Giant spends more on the frame, and that Norco went more with the wheels. What does Devinci spend more on.

  1. well....

If you take 2 bikes and put them side by side you should be able to compare the grupo (shifter/brakes, derailleurs, chainring, cassette) and the wheels fairly easily.  This (along with weighing the bike) will give you a pretty good understanding of which is "better"

The thing you'll find is that most bikes in the same "list price range" are very similar.  IMHO, you want good derailleurs (since you use them a LOT) first, a comfortable frame second (soak up most of the road) and lightweight wheels/pedals third.  Stiffness in the bottom bracket/chainstays ranks up there as well.

Oh, and a comfortable saddle (or you won't do much riding).

Your best bet if the bike feels good underneath you is to buy the bike at the top of your price range that is discounted the most.  For example, lets say you test ride a Giant and Norco and they both fit you well but the Giant is list $1500 marked down to $1200 and the Norco is $1200 with no discount-- you'd be getting $300 worth of upgrades on the Giant.  That's what I'd buy.
