QUESTION ABOUT UNLOCKED IPHONE CAPABILITIES...?

I'm currently a Rogers wireless customer and have a normal $20 or so a month plan and a regular cellphone. I really want to get an iphone but can't afford the expensive iphone plans. Someone told me that if I get an unlocked iPhone and put my rogers sim card in it and only to wifi for maps/email/safari that my iphone will work as normal and I will only be charged for my regular phone plan. Is this true?

Yes you can activate the iPhone on a voice-only plan, but it doesn't need to be an unlocked phone to do this.  You would be strongly encouraged to get a data plan, however if you insist to get voice-only, you should request to have all Internet access disabled on your account to avoid charges incurred from automatic updates etc.  You can still access the data features via wi-fi as you indicated.
