Quality pictures at $100-200?

I am an architecture student on a budget.

I am less worried about the form factor, memory capacity, and excess features, and would like to hit that 'best bang for the buck' spot in the $100-$200 range.

I will be photographing buildings mostly, as well as close-up shots for models and other hobbies I'm involved in, so image clarity and color reproduction are two things I'm looking for.

One thing I'm worried about is the polar-effect present in a lot of point and shoot cameras.

Is there any specific thing I should be looking for in regards to this type of unwanted effect?
