Question About Hillary's Speech?

In Hillary's speech at the DNC on Tuesday she mentioned that her Mom was alive in a time when women didn't have the right to vote, then later she said "38 years later" her daughter can now vote for her mother for President.

I'm confused. I know the 19th amendment was passed in 1919, but what happened 38 years ago that was signifigant in women's history?
