As for the sagging testicles, it's probably due to the warm weather of the summer and the fact that your underwear harbors more heat and the warmer the conditions are for your testicles, the more they'll pull from the body, causing them to sag. Once you hit puberty, your sack is supposed to drop. This has nothing to do with masturbation. Your doctor shouldn't be able to tell. It is completely natural, however, and nothing to be ashamed of.
