  1. also, if they have your address and other perosonal information...the irs can agree with them as to your identity.

so they can send it to both you and the irs. and it can be honored.  ss # is not the only way to identify you.

  2. The creditor must attempt to get your Social Security number, and you are required to provide it upon request.  Failure to provide it will result in a $50 fine.

The creditor can still submit the 1099C and send you a copy.

  3. Sure, but it is very unlikely the someone to whom you owed a significant debt will not have your SSN.

  4. If they have canceled a debt that you owed to them, they can AND MUST send a 1099-C, whether or not they know your social security number.  They are required to do so.  It is not optional.  The only way to avoid it is to pay the debt before they cancel it.

Background for those unfamiliar with this topic:

A 1099-C is a form for reporting canceled debt. If a person owes money and does not pay, and the person to whom the money is owed cancels the debt, then the person who cancels the debt must send a 1099-C form to the person who previously owed the debt, and the person who previously owed the debt must pay income tax on the amount of debt that was canceled.
