Question about Air Force Security Forces Deployments?

Question

My husband is an A1C in the USAF SF. He is stationed in the US as a missile cop, which is a very "in demand" job. He has been on post for 18 months. He would love to volunteer for a 365 deployment, but could not due to the fact that his Wing Commander refuses to sign off on the paperwork (manning here is 65%ish). What other options does he have? For example, putting Iraq as the number one choice on his dream sheet....
