Question about Kentucky law?

At my junior high the teachers are saying that house bill 91 requires them to call the police even for joking with someone by annoying or nudging or even the slightest touch in appropriate places. is this true or is this just the teachers filling our head with garbage?

It looks like it is still a proposal, not a law. So I guess that's a "yes and no" answer.
