Which part of the Selaginella develops first after a few weeks? Is it the roots or shoots ? Why is that so ?

  1. It depends on what the concentration of hormones in the growth media is.  If it is auxin, there will be root development.  If it is cytokinin, it will have shoot development.

    If you are using a balanced media, roots will develop first.
